Visa-free regime for Turkish citizens lifted, stay reduced to 30 days

The Government of Montenegro adopted a decree in December 2025 that ended the temporary suspension of the visa-free regime for Turkish citizens. What the decree ending the temporary suspension of the visa-free regime brings

Limitation of visa-free stay duration. Although the decree lifts the temporary suspension of the visa-free regime for Turkish citizens, the maximum allowed stay without a visa has been reduced from 90 days to 30 days. This measure was introduced to prevent illegal migration and to align Montenegro’s policy with the European Union visa regulations. According to officials, this approach strikes a balance between facilitating entry and strengthening control, with the option to reintroduce a visa requirement if security assessments deem it necessary.

How the temporary visa regime affected the stay of Turkish citizens

The temporary introduction of the visa regime for Turkish citizens at the end of October led to significant changes in entry and stay patterns in Montenegro. According to official data, between October 27 and the end of November, nearly 9,000 Turkish citizens left the country, while more than 300 visa applications were processed, of which 194 were approved. These figures served as a key basis for adjusting visa policy, especially considering that Turkish investors are among the most active foreign participants in real estate in Montenegro.
