Impact of Turkey’s visa-free suspension on Montenegro’s real estate market
The Government of Montenegro has temporarily suspended the visa-free regime for Turkish citizens. Since Turkish nationals have shown significant interest in purchasing real estate in Montenegro in recent years - particularly in coastal cities - this decision could have a direct impact on the property market. The temporary entry ban without a visa raises a number of questions, including how it might affect property sales, foreign buyer interest, and the overall market development.
Below, we provide details of this decision and an analysis of its potential consequences for the real estate sector.
Impact of the visa-free suspension on Montenegro’s real estate market
According to economic analyst Davor Dokić, the temporary suspension of the visa-free regime for Turkish citizens will not affect Montenegro’s economy. As reported by RTCG, he stated that the government’s decision is appropriate, noting that Monstat data from 2024 show a growing interest in Montenegro among Turkish tourists. He added that positive trends are expected to continue, with an increase in arrivals from Turkey, emphasizing that visas will be issued quickly and easily through travel agencies ahead of the summer season.

Therefore, it can be concluded that foreign buyer interest in Montenegrin real estate - including Turkish investors - is likely to remain stable despite the change in visa policy. This is supported by Montenegro’s reputation as a safe and politically stable country, with favorable tax conditions and growing demand for coastal properties.
Government of Montenegro Decision
Below is the official statement from the Government of Montenegro regarding the change in visa policy for Turkish citizens:
"A temporary suspension of the visa-free regime for citizens of the Republic of Turkey is being introduced. The decision will take effect the day after its publication in the Official Gazette of Montenegro.
Montenegro fully takes into account the interests and status of approximately 14,000 Turkish citizens currently residing in the country. All necessary measures will be taken to ensure their stay is smooth and in accordance with the law.
The Ministry of Foreign Affairs of Montenegro, in cooperation with relevant institutions, will provide an expedited visa issuance procedure for all Turkish citizens planning to visit, stay, or transit through Montenegro, so that the negative effects of this transitional period are minimized."
Why the visa-free suspension for Turkey was introduced
The decision to change the visa regime for Turkish citizens was made following an incident that occurred a few days ago in the Zabjelo neighborhood of Podgorica. According to the Police Administration, a fight broke out in which a young man was stabbed in the arms and chest. The police arrested an Azerbaijani citizen and a Turkish citizen suspected of participating in the incident.
Following these events, the Government of Montenegro decided to temporarily suspend the visa-free regime for Turkey. The measure was taken to maintain public order and safety, sending a clear message that laws must be respected without exception.
Despite the current changes in the visa regime, Montenegro remains a safe and attractive destination for investment. Explore the listings at Amfora Agency, contact us, and discover the best real estate opportunities currently available in Montenegro!
