Orthophoto image of Montenegro 2025 available online
The Ministry of Spatial Planning, Urbanism, and State Property of Montenegro has released the latest satellite and aerial photogrammetry imagery of Montenegro for 2025, now accessible at: https://ortofoto2025.gov.me/. As Minister Slaven Radunović emphasized, the new imagery provides a strong boost to the legalization process and serves as a valuable data source for numerous institutions involved in urban planning, development, and the real estate market in Montenegro. He also noted that technical updates are still ongoing, and the highest resolution for all cities will be available on Monday, with government agencies and institutions gaining 3D access to the imagery.
Orthophoto 2025 – a key to faster legalization
Previously, cadastral offices and municipalities could not process legalization requests due to the absence of updated satellite and aerial imagery. According to the Law on the Legalization of Unauthorized Buildings, registration is prohibited for properties not recorded in this imagery, created in July of this year. The availability of the 2025 orthophoto map represents an important step toward faster and more efficient legalization, as well as increased confidence in the real estate market.

Vertical imagery: The camera is directed almost straight down, providing a uniform view of objects with a scale suitable for precise measurements.
Oblique imagery: The camera is tilted, creating a perspective view where closer objects appear larger, and surfaces and buildings show visible slope and depth.
Oblique photos provide a dynamic visual perspective, ideal for marketing and visual storytelling, while vertical photos offer accurate and reliable data for analysis and planning.
